Job Description

The Assessment Specialist, under general supervision, coordinates the development and implementation of testing documents, such as test banks and skill sheets, to support ESTI’s Pro Board accreditation. Coordinates the established creation, review, and maintenance process for all testing documents and helps ensure those documents align with the relevant National Fire Protection Association (NFPA) standards.

This position reports to the Assessment Manager.

Required Qualifications:

  • Bachelor's degree from an accredited college or university or equivalent combination of education and experience. (*Equivalent experience equals seven years' experience with a high school diploma or GED OR five years' experience with an Associate's degree)

  • Three years of related experience, which may include interpreting and/or developing technical documents.

Required Licenses/Certifications:

  • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.

Preferred Qualifications:

  • A post-secondary degree in a related field such as education, instructional design, or training and development, or a related field.

  • Four years of related experience, which may include interpreting and/or developing technical documents.

  • Experience in preparing and maintaining a variety of technical records and files.

  • Previous experience with testing programs, using testing procedures, incorporating testing methodology, applying cognitive and performance-based measurement techniques, and knowledge of the National Fire Protection Association (NFPA) standards.

  • Experience creating test questions and skills testing documents in accordance with NFPA or other technical standards.

  • As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.

  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.

Essential Duties, Tasks, and Percentages:

Collaboration, Coordination, and Development – 70%

  • Demonstrates teamwork by coordinating and developing testing documents while collaborating with project stakeholders.

  • Coordinates and leads meetings with programs to include interpreting technical information, planning, developing, and updating testing documents within established guidelines and standards.

  • Edits, formats, and organizes testing documents to set standards regarding order, clarity, conciseness, style, and terminology.

  • Creates and maintains all test banks and other testing documents in accordance with certification policies and procedures.

  • Performs statistical analysis on testing data for high failure rates and test bank maintenance cycles and consults with subject matter experts as necessary.

  • Prepares testing documents to be submitted for translation into other languages.

  • Collaborates with programs and subject matter experts to plan and implement testing processes in a way that enhances candidate performance and meets all relevant standards, guidelines, and objectives.

  • Plans project timelines to include a high level of detailed tracking.

  • Performs all assignments with a positive team approach, providing customer-friendly service to both internal and external TEEX/ESTI customers.

Testing Materials Development – 10%

  • Demonstrates adaptability when developing testing materials in accordance with the individual requirements of the project.

  • Works with a bias towards action when designing, developing, and evaluating testing materials.

  • Ensures alignment exists between testing documents and applicable standards.

  • Assists with program process improvement initiatives and other related projects as needed.

  • Investigates and reports anomalies with testing procedures or discrepancies.

  • Reports assessment-related data as requested to the Program Manager within the specified time frames (weekly, monthly, quarterly, annual, or as needed).

  • Researches regulations, technologies, and emerging trends in student testing and assessment for the purpose of providing additional information and/or recommendations to address a variety of program-related requirements.

Program Administration – 10%

  • Promotes and models the core values of the agency and division.

  • Maintains student confidentiality.

  • Promotes a positive working environment that is respectful of others and allows honest feedback with open communication.

  • Maintains professional and positive interactions when working with coworkers and customers.

Development Resources Management – 5%

  • Demonstrates stewardship by managing development resources effectively.

  • Monitors project budgets and timelines.

  • Follows all TEEX guidelines for the protection of intellectual property.

  • Performs all duties as assigned in a timely manner.

Safety – 5%

  • Actively support the culture of safety and maintain personal responsibility for safe behavior while performing all duties.

Other Duties:

  • Assists certification staff with processing and auditing of course folders as needed.

  • Proctors written exams and monitor skills examinations as needed onsite and offsite.

  • Assists with the submission of the Extension of Accreditation (Pro Board), standard edition changes, and other program documentation.

  • Assists with the development, implementation, and revisions of certification and assessment standard operating procedures.

  • Perform other duties as assigned.
